Maintenance Committee

Mission Statement

The Maintenance Committee serves, and is responsible to, the Executive Board.  It strives to ensure the safety of residents and visitors and preserve the market value of the Association’s capital assets. However, the Executive Board is responsible for reviewing and approving capital asset repair and replacement actions.



The Committee inspects and evaluates the condition of the Common Elements of the buildings and infrastructure of Spinnaker Association. It identifies and evaluates maintenance and repair options addressing immediate and short-term needs and communicates maintenance recommendations to the Board. It prepares a recommended annual General Maintenance budget encompassing annual scheduled and unscheduled maintenance events.  It also prepares an analysis intended to estimate the remaining useful service lives and current replacement costs of the Association’s major capital assets. It works with the Finance Committee to estimate the future replacement costs. This information is provided to the Board for consideration in developing a long-term capital reserve fund and replacement schedule. The Maintenance Committee reviews Requests for Proposals prepared by the Management Company, evaluates recommended maintenance contractors and inspects their work prior to payment of final invoices.

Maintenance

Approval must be received from the Executive Board before any alteration to the outside of a Unit. The procedure to be followed can be found in the Alteration Application .

The procedure to follow for the hiring of a contractor to perform maintenance on the exterior of a Unit and/or other Common Elements, including exterior washing of windows, is available in the Maintenance Application .

Unit Owners should refer to the Maintenance Procedures Manual for the Association's approach to infrastructure and building maintenance, repair and replacement and their associated costs. This document references the Matrix of Maintenance Responsibilities , the Becht Study , Warrantys and the Entry Door Paint Chart .

Unit Owners should refer to the Matrix of Maintenance Responsibilities to determine whose responsibility it is to maintain the various components of their Units and the Common Elements of the Association. In addition to the Matrix, responsibility for the maintenance of windows and doors has been specifically addressed by a legal opinion provided at the request of the Executive Board.
